How to get started

I downloaded and installed the windows program for Klorofil - and I can run the sample apps - but I don't understand how to develop in this environment - I mean, do I just write my php code and upload it to my server and it will run? Is there a development environment that I use on my local PC to develop on? I tried to install/run the Purefect Public Server but I got a locked database msg and the install didn't complete - do i need this to continue on? I'm just not clear on how to get started developing my web pages.
